Semi-annual report on foreigners in the Italian labour market

The Semi-annual Report on the presence of foreigners in the Italian labour market, recently published by the General Directorate of Immigration and Integration Policies of the Ministry of Labour and Social Policies (MLPS), constitutes an update of the main scenario data contained in the Annual Report, referring to the second quarter of 2023.

According to data from the National Institute of Statistics, during the period between the second quarter of 2022 and the same period of 2023, there is a continuous growth in the number of employed individuals in Italy. However, it should be noted that this increase pertains exclusively to Italian citizens, while among foreigners with citizenship from both the European Union and non-EU countries, a slight decline is observed.

Overall, during the period between the second quarter of 2022 and the same period of 2023, the activations of dependent and semi-dependent work relationships undergo a decrease of approximately 57,000 units. In this perspective, the non-EU component is the only one to show an increase in activations, amounting to about 20,000 units.

In the second quarter of 2023, the activations of foreign workers amounted to 682,714, of which 518,000 concerned non-EU citizens and 165,000 EU citizens.

It is possible to notice, in the case of non-EU foreigners, a high volume of work relationships activated with qualifications such as: Agricultural workers (380,313), Personal assistance workers (169,044), Domestic helpers and related professions (136,520); in the case of EU citizens, there is a high number of hires with reference to: Agricultural workers (169,044), Personal assistance workers (62,272), Waiters and related professions (44,314).
