New decree law 145 on the entry flows of workers
With the introduction of the new decree law, the government intervenes in the regulation of migrant workers’ entry flows. Divided into four sections dealing with migration flows, labour exploitation, asylum rights, and procedural provisions, this decree will become a permanent part of the legal system only if confirmed by December 10th. The section of the decree addressing entry flows aims to simplify and make more effective the entry of labour into Italy, responding to the growing needs of various sectors, particularly agriculture and tourism. This intervention differs from previous regulations, which primarily focused on limiting irregular immigration, by now proposing a system that facilitates the matching of labour demand and supply in specific sectors.
The new provisions expand the entry quotas for both seasonal and non-seasonal workers, introducing a multi-year planning system designed to establish labour force demand forecasts for each sector. In this way, the decree seeks to address chronic labour shortages, ensuring the orderly management of flows and greater stability for workers themselves, who will benefit from longer residence permits and opportunities for professional training. The new decree also introduces measures to facilitate the recognition of foreign workers’ professional skills, recognizing educational qualifications and certifications obtained in their countries of origin to ease integration into the labour market and specifically address the demand for skilled labour.
