Flow Decree: news for 2023

In the meeting of the Council of Ministers on 21 December 2022 the theme of “Flows Decrees” was addressed, with which the maximum quotas of citizens of States not belonging to the European Union to be admitted to the Italian territory  for employment, even seasonal, are established annually.

The decree flows 2022 provides for about 80 thousand quotas and an interesting novelty: employers will have to verify through the employment centres that there are no other workers in Italy available to answer their call.

The measure refers to the contents of the consolidate law on immigration, in the part in which it provides that the employer who wants to recruit a non-European citizen from abroad must verify at the competent employment centre the unavailability of a worker present on the national territory to fill the job profile required, in accordance with the procedures contained in a special operational note prepared by the National Agency for Active Labour Policies (ANPAL).

The total quota established is 82,705 units and the economic sectors of destination of the workers will be expanded. Some quotas will be reserved for workers who have completed training programmes in their countries of origin.
